Medicaid Waiver and BadgerCare Program Evaluations
The Medicaid Waiver and BadgerCare Program Evaluation consists of several components. These include: affordability and coverage at various income levels, churning, participation in private employer insurance, the affect of premium changes on enrollment, and program utilization throughout various changes in benefits and coverage and across population. A related project evaluates a Medicaid Medical Homes Project for high risk pregant women. These projects are conducted in partnership with the Wisconsin Department of Health and Family Services, and also supports efforts to understand Wisconsin's experience in implementing coverage changes under the Affordable Care Act.
Outcomes
Medicaid/BadgerCare Plus is one of the state's largest investments of state revenue. This project contributes toward understanding the impact of BadgerCare Plus in terms of coverage rates, health outcomes, cost-effectiveness and impact on private employer-sponsored insurance. BadgerCare Plus is Wisconsin's major strategy for extending access to health insurance coverage for most Wisconsin children and low-income adults, as well as providing long-terms care for seniors and the disabled.
