Strengthening Treatment Access and Retention - Quality Improvement (STAR-QI)
The Wisconsin STAR-QI program (formerly known as STAR-SI) began in October 2006 as a three-year grant from the Substance Abuse and Mental Health Services Administration (SAMSHA). The grant's purpose was to help states implement the Network for the Improvement of Addiction Treatment (NIATx) Quality Improvement Model. This process improvement model guided behavioral health treatment agencies in improving client access and retention processes. Due to the continued success in helping Wisconsin treatment providers improve their processes to more effectively meet the needs of individuals seeking behavioral health services, the State of Wisconsin Department of Health Services (DHS) has funded the program since October 2009.
Outcomes
Since 2006 approximately 60 programs have participated in the STAR-QI program, with 50 remaining active. Behavioral health treatment providers choose and design their own change projects to improve service delivery to their clients in a cost-efficient and effective manner. The average wait time has been reduced from 27 days to 13 days. Treatment engagement has also improved as reflected by an increase in treatment completion of the fourth session from 46% to 59%. These are impressive accomplishments as not all participants are focusing their change projects in these focus areas. Examples of other focuses include implementing evidence-based practices and utilizing client feedback to guide treatment for better client outcomes.
